Spencer sponsored and passed HB 931 which prohibits the use of “political loyalty tests” when hiring new university employees, in effect dismantling the DEI bureaucracies that plague higher education. New College President Chris Rufo called it “the most significant higher ed reform in half a century.”
Stood Up for the Unborn
Spencer has always helped defend the sanctity of life and fought against Planned Parenthood. He voted for HB 265 which requires parental consent before a minor is able to receive an abortion, and in 2023 Spencer helped eliminate all abortions after six weeks in the state of Florida.
Taking Back Our School Boards
Spencer successfully passed HJR 31 to place an amendment on the ballot requiring school board candidates to disclose their party affiliation, letting parents know where these individuals stand on important issues.
Created New Tax Holidays
Voted to improve and expand Florida’s tax holidays to save Floridians an estimated $130 million on necessary products for disaster preparedness and back to school.
Passed E-Verify
Passed E-Verify which requires background checks on new hires in order to ensure that illegal immigrants are not able to take jobs away from Floridians.
Protected the 2nd Amendment in Churches
Fought for each Floridian’s constitutional right to defend themselves by allowing law abiding citizens to carry their firearms into their place of worship.

HB 223 requires that colleges conduct annual assessments of free speech to ensure that the 1st Amendment rights of our students are not infringed upon.
